Street Conditions Observation Unit Team (SCOUT)

The Street Conditions Observation Unit Team (SCOUT) program is a Mayoral initiative to identify major quality of life issues throughout the five boroughs.

Teams of inspectors from various agencies drive three-wheeled scooters and travel every city street in the five boroughs once a month for a list of possible problems.

Inspectors use GPS-enabled, hand-held devices to report the conditions they observe. Inspectors make reports to 311, and 311 sends them to the appropriate agency for action.

The goal of the SCOUT program is to improve quality of life in City neighborhoods and make City government more responsive to quality of life issues.

SCOUT inspectors are trained to look for specific types of quality of life conditions. Some examples of SCOUT condition types are:

Potholes
Sinkholes
Open fire hydrants
Missing and damaged street signs
Abandoned vehicles without license plates
Litter conditions

SCOUT inspectors cannot accept quality of life complaints directly from the public.

To report a specific quality of life issue, call 311.
