Drivers who rent parking spaces in Manhattan are charged a tax of 18.375%, which includes an NYC surcharge tax of 8%.

You may be exempt from paying the 8% NYC surcharge if:

  • Your primary residence is in Manhattan
  • You own or lease a vehicle for personal use
  • The vehicle is registered in your name at your primary Manhattan address
  • You park in a rented parking space in Manhattan on a monthly basis or longer

Those who qualify pay a parking tax of 10.375% rather than the standard 18.375%.

Once issued, a Manhattan Resident Parking Tax Certificate of Exemption is valid for one parking facility for two years. If you have more than one vehicle registered in your name, you may add the additional vehicles to your certificate.

Fines and penalties are charged to anyone who improperly obtains or misuses a certificate.

If your application is approved, you will receive a Certificate of Exemption in the mail. You must give the bottom portion of the certificate to your parking garage or lot management as proof that you are not required to pay the state-imposed 8% NYC Parking Tax.

The effective date of the certificate is the first day of the month in which your application is approved. No refunds or retroactive certificates are issued.

It normally takes about 10 business days after your application is received for it to be processed, but it may take longer from June through August, when renewal applications are being processed.

The Certificate of Exemption is good for two years. Renewal applications are mailed to recipients before the current expiration date and must be completed and returned to the Department of Finance (DOF) by August 31.

If the owner or operator of the garage has changed in the past year the license number on your parking tax exemption certificate must be updated. DOF will mail an updated certificate with the new license number about 2 weeks after DOF has received the new garage license number. You should verify the garage license number before submitting the renewal application.

If there are no changes to your address, car, or garage information, you can renew the exemption online.

If there are changes to your address, car, or garage information, you can fill out and return the application you were mailed or you can renew online and submit required documentation as an attachment.
