You can apply for the exemption online or by mail.
If your application is approved, you will receive a Certificate of Exemption in the mail. You must give the bottom portion of the certificate to your parking garage or lot management as proof that you are not required to pay the state-imposed 8% NYC Parking Tax.
The effective date of the certificate is the first day of the month in which your application is approved. No refunds or retroactive certificates are issued.
It normally takes about 10 business days after your application is received for it to be processed, but it may take longer from June through August, when renewal applications are being processed.

You can get the application online or by mail through 311. Your parking garage may also have copies.
Along with your application, you must submit a copy of your current, valid NYS Vehicle Registration card that shows your Manhattan address and any ONE of the following:
- Residential lease or deed
- Voter registration card
- Utility Bill
- Current, valid driver license
